From 14 October to 17 November 2026 the first European AI Innovation Month takes place, an initiative led by the European Commission in partnership with the Irish Presidency of the Council of the European Union. The programme brings together in-person and online events on the development and application of artificial intelligence in European industrial sectors. This contribution gathers the main references, without claiming to be exhaustive.
The Commission and Irish Presidency initiative: the three summits
According to the Commission, the Innovation Month brings together policymakers, industry, the public sector and research to discuss and showcase how AI is being developed and applied across the sectors of the European economy. The calendar revolves around three flagship summits.
The first is the International AI Summit, held in Dublin on 14 October 2026 as the official launch of the month. The summit, convened by the Government of Ireland as an initiative of the Department of Enterprise, Tourism and Employment, takes place at the Royal Dublin Society, with attendance by invitation only. Its theme is harnessing AI to revolutionise Europe’s competitiveness and the programme is organised in three strands: applied AI and sectoral value creation; infrastructure for Europe’s AI capacity (computing power, semiconductors, quantum technologies, connectivity and sustainable energy); and frontier developments, including agentic AI and workforce transformation. Cross-cutting topics include collaboration, talent and skills, and trustworthy AI governance as a competitiveness advantage.
The second is the AI in Science Summit (AIS26) of 15 October 2026, coordinated by University College Dublin and Taighde Éireann-Research Ireland and an official event of the Irish Presidency. The summit brings together researchers, businesses, investors and policymakers on the impact of AI on scientific discovery, with high-level political sessions and thematic workshops for the different scientific fields.
The third is the Apply AI Summit, which closes the month on 17 November 2026 in Brussels and online and marks the first anniversary of the Apply AI Strategy.
The Apply AI Summit in Brussels on 17 November and the Startup Award
The Apply AI Summit is a hybrid event held at The EGG in Brussels and on a virtual platform. The Commission expects to gather 900 participants on site; the online platform, named Atlas of the European AI Continent, can host up to 2,500 participants, with livestreaming of some of the sessions. Henna Virkkunen, Executive Vice-President of the Commission for Technological Sovereignty, Security and Democracy, is the special host of the event.
The draft programme provides for four sets of parallel sessions on: energy, public administration, frontier AI and cybersecurity; the AI Act and innovation, robotics, healthcare, environment and climate; workforce, agrifood, media and AI safety; mobility, electronic communications, manufacturing and defence. According to the Commission, the summit will highlight European use cases relying on AI models and systems developed in Europe.
During the summit the winners of the first edition of the Apply AI Startup Award will be announced, promoted by the European AI Office together with the AI-BOOST project. The award covers European startups and scaleups active in the eleven strategic sectors of the Strategy. In July 2026 national startup associations nominated 24 companies from 16 Member States; the ten finalists present their solutions at an online event on 20 October 2026 and a jury selects the three winners.
The virtual platform and partner events
To support the whole month, the Commission has set up a virtual conference platform, structured as a fair, which hosts an exhibition of innovative projects and links the summits together. Alongside the main events, a series of partner events takes place in several European countries, which can be consulted on a map and in a list downloadable from the initiative’s page. Further stakeholder-led events are published in the calendar of the Apply AI Alliance, the coordination forum between the Commission and operators in the strategic sectors.
The context: the Apply AI Strategy, AI Factories and GenAI4EU
The Innovation Month is part of the Apply AI Strategy, presented by the Commission on 8 October 2025 in Communication COM(2025) 723. The Strategy provides for flagships for ten industrial sectors (including healthcare and pharmaceuticals, mobility, robotics, manufacturing, climate and environment, energy, agri-food, defence and space, electronic communications, and the cultural and creative sectors) and for the public sector, cross-cutting measures and a governance system based on the Apply AI Alliance and on an AI Observatory, for which the Commission published the call for tenders on 5 October 2026. The Strategy was presented together with the AI in Science Strategy, which introduced the RAISE initiative (Resource for AI Science in Europe), also referred to by the AI in Science Summit.
Among the cross-cutting measures, the Strategy refers to the AI Factories, which leverage the supercomputing capacity of the EuroHPC Joint Undertaking. According to the Commission, 19 AI Factories and 13 Antennas are being set up, including IT4LIA in Italy, and at least nine new AI-optimised supercomputers will be procured and deployed, more than tripling the current EuroHPC AI computing capacity. According to the same page, the call for AI Gigafactories, described in the contribution Computing capacity for artificial intelligence: the European call for AI Gigafactories, aims to establish up to seven facilities, supported by up to EUR 10 billion in EU and national funding; IPCEI AI, by contrast, falls within the field of State aid.
On the research and innovation funding side, the GenAI4EU flagship initiative supports the development and uptake of generative AI in strategic sectors and in public administration, with close to EUR 700 million planned under Horizon Europe, the Digital Europe Programme and the European Innovation Council, beyond the initial commitment of EUR 500 million announced in the AI innovation package of January 2024.
Outlook
The programme of the month is under way: at the time of writing, the jury and finalists of the Apply AI Startup Award have not yet been published on the event page and the agenda of the Apply AI Summit is marked as a draft. According to the Commission, the discussions at the summit of 17 November will contribute to the implementation of the Strategy in its first anniversary year. On the measurement side, the AI Observatory is intended to provide indicators on AI uptake in the same strategic sectors that the month brings to the fore.
In dialogue with the 2030 Agenda
Goal 8. Decent Work and Economic Growth: the month is devoted to the contribution of AI to European competitiveness, and the programme includes sessions on work and on the transformation of skills.
Goal 9. Industry, Innovation and Infrastructure: the summits and events present sectoral use cases, computing infrastructure and innovative startups active in strategic sectors.
Goal 17. Partnerships for the Goals: the initiative is led by the Commission in partnership with the Irish Presidency of the Council and extends to partner events and to the stakeholders gathered in the Apply AI Alliance.
